MANILA – The Inter-Agency Council on Traffic (I-ACT) has urged mall owners and operators not to allow illegally franchised vehicles within their establishments.

I-ACT chief and concurrent Metropolitan Manila Development Authority (MMDA) General Manager Thomas Orbos urged the management of shopping malls to present their respective terminal plans to the Department of Transportation and the Land Transportation Franchising and Regulatory Board (LTFRB) and prevent “colorum” vehicles from entering their premises.

“This is a shared responsibility. Malls should not allow ‘colorum’ and not tolerate illegal terminals within their premises,” Orbos said during a meeting held at the MMDA main office in Makati City Friday.

He reiterated that malls and shopping centers should implement traffic management measures as they serve as transport facilities.

I-ACT is also eyeing to implement the route rationalization under the public utility vehicle modernization program.

Through the omnibus franchising guidelines, public transport routes will be planned by local government units (LGUs) based on current and projected travel patterns in their respective areas.

These routes will be contained in the Local Public Transport Route Plan of LGUs that will serve as basis for franchise issuance by the LTFRB. (PNA)
